Commentary
Then He, the Most High, informed of a matter that is the evidence of what preceded it, encompassing knowledge and power, and it is more subtle than all of that. He is knowledgeable of the great power in that when He intends evil, there is no repelling it. And it is precise wisdom because it is a single manifestation from which grace is hoped for and from which wrath is feared. So He said: ﴿He is﴾ meaning alone ﴿the One who shows you﴾ [that is -] in a manner of constant renewal ﴿the lightning﴾ which flashes like a column of fire ﴿in fear﴾ meaning for the sake of the intention of fear from His power to make it destructive lightning, and fear is: the disturbance of the soul by the assumption of harm occurring.
And since they did not have the cause for the sending down of rain, He did not express it with hope and said: (p-294) ﴿and in hope﴾ meaning for the sake of your intention of hope in His mercy that it may be beneficial rain. And this estimation is necessary for them to be the action of the doer of the action that is justified. And it is permissible that the meaning is: He shows you that in fear and hope so that you fear in fear and hope in hope. Thus the verse is from the intertwining: the act of showing indicates fear and hope, and fear [and hope] indicate "you fear and you hope." And it is permissible that they may be two states from the pronoun of the addressees, meaning those who have fear and hope. ﴿And He creates﴾ and creation is: the act of something without a generated cause ﴿the clouds﴾ which is a vapor that flows in the sky, and it is a collective noun, its singular is cloud ﴿the heavy﴾ with rivers of water carried in the air on the back of the wind; and the heaviness is: reliance on the direction of heaviness by the density of the parts.
