Commentary

And when the custom is decisive regarding the difference in knowledge between the hidden and the manifest, and the ability in relation to the one who is cautious with guarding and others, He followed that, glorified is He, with what this possibility has been negated from Him in the manner of explanation and clarification for the equality of the unseen and the witnessed in relation to His knowledge, so He said: ﴿Equal among you﴾ meaning in His knowledge ﴿is he who conceals the saying﴾ meaning he hides its meaning within himself ﴿and he who declares it﴾ and in His knowledge (p-291) "and" His ability "is he who is concealing" meaning the one who brings about concealment and seeks it with the utmost seeking ﴿by night﴾ in the most hidden of times, so he is a fugitive or hidden in it, thinking that this concealment will suffice him from the ability "and" he who is "fugitive" meaning going upon the surface of the earth and heading swiftly in his direction towards his goal ﴿by day﴾ openly declaring his fleeing therein. Thus, the verse contains a juxtaposition: it mentioned ﴿the concealer﴾ first, indicating its opposite secondly, and it mentioned "fugitive" secondly, indicating its opposite or similar first.
