Commentary
And when the answer for everyone who understands is: Allah is better, He indicated this firmly by the saying after that question regarding the negation of their validity before this possibility due to their lack of life. And on the assumption of their life being due to their incapacity, He said: ﴿What do you worship?﴾ And worship is: submission of the heart in the highest ranks of submission. And between the insignificance of their deities and their lowliness by His saying: ﴿besides Him﴾ meaning [Allah -] the One whose proof of contradiction has been established - which is the greatest proof - regarding divinity and regarding His exclusivity in that ﴿except names﴾ and He clarified what He means and made it clear by His saying: ﴿You have named them﴾ meaning entities for which you have created names ﴿you and your forefathers﴾ without meanings [for them -], because they have no souls, let alone that they can be realized by the meaning you named them with regarding divinity. And if they have souls, then they are devoid of divinity, and it is the absolute perfection that necessitates encompassing knowledge and power.
And when the aim of the surah is to describe the Book as a clear guidance, and the denial of revelation is sufficient in the clarification, because the worship of idols is false, and there was not in the context like in Al-A'raf a debate that necessitates quarreling, procrastination, treatment, and prolongation, He said denying the revelation in any description: ﴿What has Allah sent down?﴾ meaning the One who encompasses knowledge and power.
So there is no matter for anyone with Him "in it" and He emphasized the negation by saying: ﴿of authority﴾ meaning a proof by which they dominate in glorifying it. Thus, the glorification of it for itself or for others is negated, and the result of the evidence is: If they were alive and ruling, they would not be suitable for divinity, due to the possibility of their contradiction leading to the possibility of the incapacity of each of them, which is necessary because there is no validity in them for divinity. But they are not alive, so they are more deserving of lack of validity. He certainly knew that there is no ruling for the subdued, and that everyone who can have a second is subdued; thus, this certainly resulted in that the ruling is for Allah, the One, the Subduer, and He did not rule in glorifying it; and that is the meaning of His saying: "Indeed" meaning what ﴿the ruling is only for Allah﴾ meaning the One who is exclusive in the attributes of perfection; and the ruling is: the separation of the matter by what wisdom calls for.
And when the ruling was chosen from others, and that was sufficient in the obligation of His oneness, desiring what is with Him, and fearing what is in His hand, He followed it with an affirmation of that and an obligation by it (p-90) that He ruled by it, saying: ﴿He commanded that you do not worship﴾ meaning, O creation, at a time from the times in a state of the states ﴿except Him﴾ meaning He is the One whose command is executed and obeyed, the Ruler.
And when this proof arose upon this clear aspect, it was fitting to point out its virtue. So he indicated it with a tool of distance, signaling the elevation of his rank and the greatness of his status. He said: ﴿That﴾ meaning the greatest matter, which is His Oneness and singling Him out from His creation. ﴿The upright religion﴾ [meaning] that which has no deviation in it, so that it does not come to it from the direction of its deviation. Its matter is apparent to whoever has a heart. ﴿But most people﴾ meaning due to their turmoil with fortunes ﴿do not know﴾ meaning they have no knowledge, because they do not benefit from their minds. So they are as if they are in the count of mute animals. For this reason, they do not single Allah out in worship.
