And when the Lord and the King are close in meaning, and the Lord is closer in meaning to kindness and nurturing, while the King is more associated with oppression, domination, and the manifestation of justice, and the Lord may not be a King, thus He may not have complete authority, eloquence necessitated the precedence of the former and its following by the latter. So He, the Exalted, said: ﴿King of mankind﴾, indicating that He has complete authority, the ability to enforce power, and the fullness of sovereignty. To Him is the refuge, and He is the one sought for help, the one to call upon in distress, the sanctuary, and the ultimate return.
