And when Shu'ayb was the father-in-law of Musa, blessings and peace be upon him, mentioning his story here is expected along with what has prompted the expectation of it from the mention of his book at the beginning of the surah and what is in the staff of Musa in relation to the she-camel of the one who was concluded with the comparison to their situation. So he mentioned it afterward, opening it with a letter of expectation, and he said, confirming as a warning that Fir'aun acted like Quraysh in turning away from the great signs. And Musa, blessings and peace be upon him, did not leave anything of what was revealed to him from his warning: 'And certainly We sent.' He repeated the action and highlighted it in a manifestation of greatness, indicating the astonishing miracles of him, 'Musa with Our signs,' meaning the miracles that he displayed, 'and a dominion,' meaning a matter that is overpowering to the Egyptians. It is apparent that it is a narration of Musa, blessings and peace be upon him, regarding what he had of authority and the fervor against him, 'clear,' meaning clear in itself. It is in the strength of its clarity as if it is clear to others what is in it of secrets. The verse encompasses the evidence and the conclusive proof, and the dominion specifically refers to the conclusive proof, while the clear refers to what has clarity.
