وَهُوَ ٱلَّذِي خَلَقَ ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضَ فِي سِتَّةِ أَيَّامٖ وَكَانَ عَرۡشُهُۥ عَلَى ٱلۡمَآءِ لِيَبۡلُوَكُمۡ أَيُّكُمۡ أَحۡسَنُ عَمَلٗاۗ وَلَئِن قُلۡتَ إِنَّكُم مَّبۡعُوثُونَ مِنۢ بَعۡدِ ٱلۡمَوۡتِ لَيَقُولَنَّ ٱلَّذِينَ كَفَرُوٓاْ إِنۡ هَٰذَآ إِلَّا سِحۡرٞ مُّبِينٞ ٧ ﴿7
7He is the One who created the heavens and the earth in six days, while His throne was on water, so that He might test you as to who among you is better in deed. And if you say, “You shall be raised after death,” the disbelievers will surely say, “This is nothing but sheer magic.”

And when the creation of that from which sustenance comes is greater than the creation of sustenance and its distribution, in the comprehensiveness of knowledge and power together, He followed it with His saying: ﴿And He﴾ meaning: alone ﴿is the One who created﴾ meaning: brought into existence and determined ﴿the heavens and the earth﴾ alone; He did not associate anyone with Him in that, as you acknowledge ﴿in six days﴾. And when the creation of the Throne is greater than all of that, then all the heavens and the earth in relation to it are like a ring thrown in a desert. And greater than that is for it to be carried on water, which cannot normally be carried except in a controlled, secure vessel.
