And when he called them, indicating to intimidate them, using the truth as evidence by denying any ulterior motive, he encouraged them to maintain fear of what has passed by saying: "O my people." And who are they? They are the most honored people to me, and they have the ability to fulfill what has been requested of them: "Seek forgiveness from your Lord," meaning: request His forgiveness through your obedience to Him for what is due to Him because of His kindness towards you. He indicated the high rank of repentance by using a delaying tool and said: "Then turn to Him in repentance," meaning: you should seek this high rank by asking Allah to cover your sins, then return to His obedience with regret, cessation, and persistence. "He will send down the rain from the sky," meaning: the water that descends from it or the clouds with water. "In abundance upon you," meaning: pouring down with heavy, continuous rain. "And He will increase you in strength," meaning: great strength combined. "To your strength." Then he added to his saying: "Seek forgiveness," His saying: "And do not turn away," meaning: do not burden yourselves with anything other than what you were created for, which is the safety of submission, so you do not exaggerate in turning away - as indicated by the affirmation of the 'taa' in "criminals," meaning: you are cutting yourselves off by basing your affairs on corrupt assumptions about the good things of this world and the Hereafter.
