And when what has passed may have necessitated the belief that the faith of such people is impossible, this verse came as a precaution against it, along with clarification. This is because the Messenger's ﷺ eagerness for their faith does not benefit, and his exaggeration in removing doubts and establishing proofs is of no use except by the will of Allah, the Most High, for their success and guidance. If that alone were sufficient, they would have believed in this Surah; for it has removed their doubts and clarified their misguidance, and it has confirmed through the stories of Noah and Moses, peace be upon them, their weakness and the frailty of their defenses. So He, the Most High, said: "And if He had willed," meaning: the faith of the people, "your Lord," meaning: the Benefactor towards you by accepting those who have accepted due to His knowledge of the good in them, and turning away from those who have turned away due to their lack of receptivity to good, "would have made all who are on earth believe" among the disbelievers.

And when this was apparent in all, He stated it explicitly, confirming that the situation requires it, saying: "All of them together," meaning: gathered at one time, not differing in anything of it. However, He did not will that, and you, due to your eagerness for compliance with My commands and My advice to you to be gentle with My creation, which aligns with what I have created you for in goodness, desire that. "So do you compel the people," meaning: those whom Allah does not will to believe, [with what He has instilled in them of turmoil], "until they become," meaning: a natural state, "believers," meaning: firmly established in faith. The emphasis on the noun in the question before the verb is to inform that the action - which here is compulsion - is possible without that noun, which here is Allah alone [the One capable of changing natures]. For His power is overwhelming over all things, and His will prevails in all things, along with the indication that the occurrence of what contradicts the will is impossible. It cannot be by compulsion or anything else. The will is a meaning by which the action is intended, taken from the thing. The intended meaning of the verse is to alleviate what befalls the Prophet ﷺ from regret for his eagerness for their faith.
