And when he described the Qur'an with what he described it with of healing and what is with it after establishing the proof of its inimitability, and indicated that what they have adhered to is in the utmost confusion, and that despite it being false, everyone is capable of changing it to something better due to it not being based on wisdom. He concluded that with a warning to them about fabricating lies in the legislation of what He has not permitted, along with their claim that the Qur'an is fabricated while they are incapable of opposing it. And that they have not thanked Him for His blessings, the greatest of which is their being specified with this wise reminder and the straight legislation. He had indeed emphasized all of this by commanding him ﷺ to argue with them: "Say, 'I do not possess for myself..." [Yunus: 49] "Say, 'What if His punishment comes to you..." [Yunus: 50] "Say, 'Yes, by my Lord, it is certainly true..." [Yunus: 53] "Say, 'By the grace of Allah..." [Yunus: 58] - the verse.
"Say, 'Have you seen what Allah has sent down to you..." [Yunus: 59] "Say, 'Has Allah permitted you..." [Yunus: 59] Allah, the Exalted, said, looking at His saying: "And this Qur'an could not have been fabricated..." [Yunus: 37] - the verse. As a consolation for him ﷺ and to strengthen his resolve and increase in his warning, in addition to what he estimates: Indeed, He has sent down to them upon your tongue what is an honor for them and a blessing upon them, and it is in the utmost distance from absolute falsehood. For everything in it is in the most precise of its places and the best of them, and falsehood does not approach it in any way. And they respond to His blessing with disbelief: "And whatever you are..." [in] "any matter..." meaning: whatever matter it may be, "and whatever you recite of it..." meaning: of the Qur'an mentioned in all of this surah, which they have previously denied without any doubt for them, "of Qur'an..." meaning: little or much, "and you do not act..." meaning: all of you, whether obedient or disobedient. And he emphasized the negation and said: "of action..." (small or large) "except that We would be..." [meaning] by what We have of greatness, "witnesses over you..." meaning: acting with the encompassing of Our knowledge and the agency of Our forces, the action of the witness "when you immerse yourselves in it..." - the verse. Indicating that you are in My sight in all of these reviews and others of your affairs, and I am the All-Knowing of your management and the Able to support you. And all of this is from My Book, which powers diminish before it, and thoughts cease from competing with it because it is wise due to being from Me, so it is exalted above absolute opposition in word or meaning, let alone change, let alone bringing what is like it. So how about bringing what is better than it, for the correctness of its matter and the suitability of its rulings as they are healing and guidance [and mercy]. And whatever is like that is certainly from Me, and by My permission, surely, for I am All-Knowing of the pouring forth in it and the separation from it and all matters occurring from you and from them and from others.
And when it was that perhaps some might think from the understanding of "We were" and "witnesses" for the armies that He, glorified and exalted is He, is in need of them, He negated that by saying: "And not" meaning: while it is that He does not "be absent" meaning: be hidden [and concealed] "from your Lord" meaning: the Sustainer of every creature by His general favors and for you by His specific blessings and most noble gifts. And He immersed in the negation and said: "from the weight of an atom" meaning: the weight of a very small ant, and the place of its weight and its time; and when "in" is in the measure of the people of the earth, it was more appropriate to precede it, so He said: "in the earth". And when the context did not allow for the plural - as will come in Saba - He said, sufficing with the singular that indicates the genus: "nor in the heaven" meaning: whatever is above the earth, whatever it may be.
And when it was that perhaps the rigidity led some of the ignorant to carry the weight in its literal sense and to be unaware that what is meant by it is exaggeration, He said, adding to the sentence from the beginning of it, whether we raised the two letters in the reading of Hamzah and Ya'qub or we lowered them according to the others: "nor smaller than that" meaning: than the weight of the atom "nor greater". And when He brought this comprehensive and restrictive beginning, He informed about it by saying: "except" meaning: nothing from that exists "in a book" meaning: comprehensive "clear" meaning: evident in itself, manifesting all that is in it, [and what completes this place will come in Saba]. And in that is a threat to them and a confirmation for him, blessings and peace be upon him. And it is implied by this that what comes after "except" is a state of the doer, meaning: whatever does something, except that you are in our sight, thus it is established that the Quran is by His knowledge. If anyone were to fabricate it against him, it would have been possible for him; and the effusion is: entering into the action in the manner of pouring towards it, which is the spreading in the action, taking from the effusion of the vessel when what is in it pours out from its sides. And you have poured out: you have dispersed like the dispersing of the water that drips from the vessel; and the absence is: the departure of the meaning from knowledge, and its opposite is presence; and the atom: the smallness of the ant, which is very light in weight, and its weight is: its weight.
