فَرِحَ ٱلۡمُخَلَّفُونَ بِمَقۡعَدِهِمۡ خِلَٰفَ رَسُولِ ٱللَّهِ وَكَرِهُوٓاْ أَن يُجَٰهِدُواْ بِأَمۡوَٰلِهِمۡ وَأَنفُسِهِمۡ فِي سَبِيلِ ٱللَّهِ وَقَالُواْ لَا تَنفِرُواْ فِي ٱلۡحَرِّۗ قُلۡ نَارُ جَهَنَّمَ أَشَدُّ حَرّٗاۚ لَّوۡ كَانُواْ يَفۡقَهُونَ ٨١ ﴿81
81Those who were left behind were happy with their sitting back to the displeasure of the Messenger of Allah, and they disliked carrying out Jihād in the way of Allah with their wealth and lives, and they said, “Do not march in this hot weather.” Say, “The fire of Jahannam is much more intense in heat,” only if they could understand.

The left-behind ones who sought permission from the Messenger of Allah, blessings and peace be upon him, among the hypocrites, and he permitted them and they remained in Medina during the Battle of Tabuk, or those who were left behind due to their laziness and hypocrisy and the devil in their place by their abstaining from the battle contrary to the Messenger of Allah. It is said: He remained contrary to the group, meaning he stayed behind while they departed and did not depart with them.
