Commentary
Al-Saqayah and Al-Imarah: They are two sources from the verbs saqa and 'amara, like al-Siyanah and al-Wiqayah. There must be an omitted addition, the meaning of which is: 'Did you make the people of the watering of the pilgrims and the maintenance of the Sacred Mosque like one who believes in Allah?' This is supported by the reading of Ibn al-Zubayr and Abu Jaza al-Sa'di - and he was among the reciters: 'The waterers of the pilgrims and the maintainers of the Sacred Mosque.' The meaning is the denial that the polytheists are like the believers, and their nullifying actions are like the affirming actions, and that they should be equated. And making their equivalence is injustice after their injustice of disbelief. It has been narrated that the polytheists said to the Jews: 'We are the waterers of the pilgrims and the maintainers of the Sacred Mosque, are we better or Muhammad and his companions?' The Jews replied to them: 'You are better.' It is said that Ali, may Allah be pleased with him, said to al-Abbas: 'O uncle, will you not migrate? Will you not join the Messenger of Allah, blessings and peace be upon him?' Al-Abbas replied: 'Am I not in a better position than migration: I water the pilgrims of the House of Allah and maintain the Sacred Mosque?' When this verse was revealed, al-Abbas said: 'I see myself as leaving our watering.' The Prophet, blessings and peace be upon him, said: 'Continue with your watering, for there is good for you in it.'
