Commentary
Those are the true believers because they have affirmed their faith and realized it by fulfilling its requirements, such as emigrating from their homeland, parting from their families, and detaching from wealth for the sake of religion. This is not merely repetition, for this verse is revealed to praise them and bear witness for them. He means by saying 'and bear witness for them' that they have faith, along with the noble promise. The first is the command to maintain connections. And those who believed afterward refers to those who followed the earlier emigrants, as in the saying 'And those who came after them say, Our Lord, forgive us and our brothers who preceded us in faith.' He has included them with them and made them part of them, as a favor from Him and as encouragement. And those related by blood are those with close ties or those who have a greater right to inheritance. This is a cancellation of inheritance through emigration and support in the Book of Allah, the Exalted, in His ruling and division. It is said to be in the Tablet, and it is said to be in the Qur'an, which is the verse of inheritance. The followers of Abu Hanifa, may Allah have mercy on him, have used it as evidence for the inheritance of relatives. From the Messenger of Allah, blessings and peace be upon him, he said: 'Whoever recites Surah Al-Anfal and Al-Bara'ah, I will intercede for him on the Day of Resurrection, and bear witness that he is free from hypocrisy, and he will be given ten good deeds for each hypocrite, male and female. The Throne and its bearers seek forgiveness for him during his life in this world.'
