Commentary
In the earth and in fleeing, there are two states. That is: we will not be able to escape Him, wherever we are in the earth, and we will not be able to escape Him while fleeing from it to the sky. It is said: we will not be able to escape Him in the earth if He intends for us a matter, and we will not be able to escape while fleeing if we seek refuge. The assumption here means certainty. This describes the states of the jinn and what they are upon in their conditions and beliefs: among them are the righteous, the wicked, and the moderate. They believe that Allah, the Exalted and Mighty, is powerful and dominant, and that no request escapes Him nor is there any refuge from Him.
