Commentary
He said, "Enter." This means Allah, the Exalted, will say on the Day of Resurrection to those about whom He said, "And who is more unjust than one who invents a lie against Allah or denies His signs?" They are the disbelievers of the Arabs among nations, in the state of being, meaning they are in the group of nations, and among them, accompanying them. That is, "Enter the Fire with nations that have passed before you," and their time preceded your time. "Cursed is the sister of hers who went astray by following what... until when they all gathered in it," meaning they caught up with each other and assembled in the Fire. The last of them will say, which refers to the followers and the lowly, to the first of them, which refers to the leaders and the heads. The meaning of "to the first of them" is for the sake of the first of them, because their discourse is with Allah, not with them. "A punishment doubled for each," meaning there is indeed a punishment for both the leaders and the followers, as both were misguided and misguiding. "But you do not know," this is recited with a ya and a ta. "So what was there for you over us of favor?" They connected this speech to Allah's saying to the lowly, "For each is a double punishment," meaning it has been established that there is no favor for you over us, and we are equal in deserving the double punishment. "So taste the punishment," from the words of the leaders, or from the words of Allah to them all.
