And warn by it. The pronoun refers back to His saying, "What is revealed to me," and "those who fear that they will be gathered." They are either a people who have entered into Islam and acknowledge resurrection, but they are negligent in their deeds. [Mahrud said: "Those who fear are either a people who have believed but are negligent..." Ahmad said: "This state would have been necessary if it had been said: 'And warn those who will be gathered,' because if it were not for the state, the warning would apply to everyone, while the aim is to specify it to some."]
As for the statement, "And warn those who fear that they will be gathered to their Lord," this statement stands independently. Its content specifies the warning commanded to the fearful of resurrection, either because they acknowledge it or because they take precautions for themselves, leading their fear to a consideration that leads to certainty, unlike the arrogant who are resolute in denial. Not every fearful of resurrection has no intercessor, for all the monotheists are fearful, and they have intercession for them. If he means by the necessary condition that cannot be separated from the one in that state, like that in the saying, "And He is the Truth, confirming it," then it would be based on his principle in denying intercession. Thus, every fearful in his view has no intercessor, as only the major sinners who do not repent or the disbelievers fear. All are equal in his view, having no intercessor. Where intercession is established, it is made specific to an increase in reward, so it is attained only by one who deserves, according to his claim, the reward by his good deeds, and intercession is beneficial for more than what pleases him. Thus, in his view, he does not fear resurrection, for he deserves Paradise. Therefore, the state is made necessary since people are of two types: those who do not oppose, so the verse does not apply to them.
And the fearful, that one only fears because he deserves punishment, so no intercession will reach him. These are from his hidden treasures and concealed depths, so be aware of them, and Allah is the Guide by His mercy.
So warn them with what is revealed to you, perhaps they may become among the righteous of the Muslims. And either the People of the Book, for they acknowledge resurrection, or some of the polytheists, it is known from their condition that they fear when they hear the mention of resurrection that it may be true and they may perish. They are among those who are hoped that the warning will be effective for them, unlike the rebellious among them, so it is commanded to warn these. And His saying, "They have no protector or intercessor besides Him," is in the position of the state of those who will be gathered, meaning they fear that they will be gathered without being supported or interceded for, and this state is necessary, for all are gathered. The fearful is only fearful of being gathered in this state.
