And he meant: a martyr is the greatest of testimonies. So he placed something in the place of a martyr to emphasize the generalization. Say, 'Allah is a witness between me and you.' It is possible that the complete answer is at the saying 'Say, Allah,' meaning Allah is the greatest witness. Then it begins with 'a witness between me and you,' meaning He is a witness between me and you. And it could be that 'Allah is a witness between me and you' is the answer, indicating that if Allah, glorified and exalted is He, is the witness between him and them, then the greatest thing is the testimony of a witness for Him. And 'whoever reaches' refers to the addressees from the people of Mecca, meaning: to warn you by it and warn everyone who receives the Qur'an from the Arabs and non-Arabs. And it was said: from the two weighty ones. And it was said: whoever receives it until the Day of Resurrection. And from Sa'id ibn Jubair: whoever receives the Qur'an, it is as if he has seen Muhammad, blessings and peace be upon him. 'Do you truly testify?' is a confirmation for them with denial and incredulity. Say, 'I do not testify your testimony.'
