Then greater than that is that We gave Moses the Book and sent down this blessed Book. And it was said: It is connected to what was mentioned before the part of the Surah from His saying, 'And We granted him Isaac and Jacob.' This is a completion of the honor and blessing upon the one who did good, upon the one who was good, referring to the category of the doers of good. This is indicated by the reading of Abdullah: 'upon those who did good.' Or it was intended for Moses, peace be upon him, meaning a continuation of the honor for the servant who did good in obedience in conveying the message and in all that he was commanded. Or a completion of what Moses excelled in knowledge and laws, as one excels in something when he masters its understanding, meaning an increase in his knowledge in a manner of completion. Yahya ibn Ya'mur read: 'upon the one who did good,' in the nominative, meaning upon the one who is the best, omitting the subject like the reading of one who recited 'as an example, a mosquito' in the nominative, meaning upon the religion that is the best and most pleasing. Or We gave Moses the Book completely, meaning fully and perfectly in the best manner that books can be, meaning in the way and path that is the best, which is the meaning of the saying of Al-Kalbi: 'He completed the Book for him in the best way.'
