In it is guidance that leads to truth and justice, and light that clarifies what is ambiguous of the rulings. Those who have submitted is a description that has been attributed to the prophets as a form of praise. Mahmood said: 'His saying,

(And) in: (from the Book of Allah) is for clarification. They were witnesses and overseers over it, so that it would not be altered. The meaning is that the prophets judge by the rulings of the Torah between Musa and 'Isa, and there were a thousand prophets between them. And 'Isa for those who were Jews carried them upon the rulings of the Torah, not allowing them to deviate from it, just as the Messenger of Allah, blessings and peace be upon him, carried them upon the ruling of stoning and forced them to comply, and he refused what they desired of flogging. Likewise, the rabbis and scholars and Muslims judged because of what their prophets entrusted them from the Book of Allah and the judgment by its rulings, and because they were witnesses over it. It is permissible that the pronoun in: (they were entrusted) refers to the prophets, the rabbis, and the scholars altogether, and that the entrusting is from Allah, meaning Allah tasked them with preserving it and being witnesses over it. So do not fear the people is a prohibition for the rulers against fearing anyone other than Allah in their governance and their flattery in it and carrying it out contrary to what they were commanded of justice out of fear of a tyrant or fear of harm from one of their relatives and friends. And do not sell or exchange or replace (the verses of Allah) and His rulings for a small price, which is bribery and seeking status and the pleasure of the people, just as the scholars of the Jews distorted the Book of Allah and changed its rulings out of desire for this world and seeking leadership, so they perished. And whoever does not judge by what Allah has revealed, belittling it, then those are the disbelievers, the wrongdoers, and the wicked: they are described with arrogance in their disbelief when they belittled the verses of Allah. And they rebelled by judging by other than it. And from Ibn 'Abbas, may Allah be pleased with him, that the disbelievers, the wrongdoers, and the wicked are the people of the Book. And from him: You are the best of people, whatever is sweet is for you, and whatever is bitter is for the people of the Book. Whoever denies the ruling of Allah is a disbeliever, and whoever does not judge by it while acknowledging it is a wrongdoer and wicked. And from Al-Shabi: This is for the people of Islam, and the wrongdoers are among the Jews, and the wicked are among the Christians. And from Ibn Mas'ud: It is general for the Jews and others. And from Hudhayfa: You are the most similar of nations in appearance to the Children of Israel: you will surely follow their path, step by step, and inch by inch, except that I do not know whether you will worship the calf or not?
