And what comes to them is a narration of a past state that is continuous, meaning: they were upon that. This is a consolation for the Messenger of Allah, blessings and peace be upon him, regarding the mockery of his people. The pronoun in 'more severe than them' refers to the transgressing people, because the address has been shifted from them to the Messenger of Allah, blessings and peace be upon him, informing him about them. And the example of the earlier ones has passed, meaning their predecessors in the Qur'an, where their story and their amazing state are mentioned in several places, which truly deserves to be a parable. This is a promise for the Messenger of Allah, blessings and peace be upon him, and a warning for them.
