And it is recited: O you magician, with the letter 'h' pronounced, and its explanation has preceded. If you say: How did they call him the magician while they say, 'Indeed, we are guided'? I say: Their saying, 'Indeed, we are guided' is a promised intention to be broken, and a covenant intended to be violated, conditional upon him calling for them and the punishment being lifted from them. Do you not see His saying, 'So when We lifted the punishment from them, they were at once breaking their word'? Thus, their calling him the magician does not contradict their saying, 'Indeed, we are guided.' And it is said: They used to call the skilled scholar a magician due to their amazement at magic: by what you have been promised by your covenant with him: that your supplication is answered. Or by your covenant with him, which is prophethood. Or by what you have fulfilled of your covenant, which is faith and obedience. Or by what you have been promised regarding lifting the punishment from those who are guided.
