He meant by 'man' the collective, not the individual, due to His saying: 'And if a bad thing touches them.' He did not mean except the wrongdoers, because the affliction of the bad thing by what their hands have earned only applies to them. And mercy is the blessing of health, wealth, and security. And the bad thing is the trial of illness, poverty, and fears. The ungrateful is the one who is profoundly ungrateful, and He did not say: 'for he is ungrateful,' to record that this kind is marked by the ingratitude of blessings. Mahmoud said: 'He did not say: for he is ungrateful, to record on this kind that it is marked by the ingratitude of blessings... etc.' Ahmad said: 'He overlooked this very point in the verse before this, which is His saying: 'And those who believed said: Indeed, the losers are those who have lost themselves and their families on the Day of Resurrection. Indeed, the wrongdoers are in a lasting punishment.' He placed 'the wrongdoers' in the place of the pronoun that should have returned to the name of 'if,' so it would be said: 'Indeed, they are in a lasting punishment.' Thus, this apparent statement serves as a record against them by the tongue of their wrongdoing.' As He said: 'Indeed, man is truly oppressive and ungrateful.' 'Indeed, man is certainly ungrateful to his Lord.' The meaning is that he mentions the trial and forgets the blessings and belittles them.
