Allah, the Exalted, has borrowed light for truth, the Qur'an, and proof in several places of revelation, and this is part of that. The meaning is that the earth shines with what He establishes in it of truth and justice, and what He spreads of equity in reckoning and weighing good deeds and bad deeds. It is called upon that it is borrowed in its addition to His name, for He is the truth and the just. The addition of His name to the earth is because He adorns it when He spreads His justice in it, sets up the scales of His equity in it, and judges with truth among its people. You will not see a place more beautiful than justice, nor more prosperous than it. In this addition, its Lord and Creator is the one who establishes justice in it, and only its Lord is permitted in it; then what is added to the shining of the earth is the establishment of the book, the coming of the prophets and witnesses, and the judgment with truth, which is the mentioned light. You see people saying to the just king: 'The horizons have shone with your justice, and the world has been illuminated by your equity,' just as one says: 'The land has been darkened by the oppression of so-and-so.' The Messenger of Allah, blessings and peace be upon him, said: 'Oppression is darkness on the Day of Resurrection.' This is agreed upon from the hadith of Ibn Umar. And Muslim narrates from Jabir, and An-Nasa'i and Abu Dawood from the hadith of Abdullah ibn Amr ibn Al-As. Just as the verse begins with the affirmation of justice, it ends with the negation of oppression. It has also been read: 'And the earth was illuminated' in the passive form, from 'sharqat' with light: if it is filled with it and radiates. And Allah illuminated it, as you say: 'He filled the earth with justice and spread it with justice.' The book refers to the records of deeds, but it suffices with the name of the genus. It is said: the preserved tablet, the witnesses who testify for and against nations from the guardians and the righteous. It is said: those who are martyred in the path of Allah.
