Commentary
They recite the Book of Allah, and they persist in its recitation; it is their concern and habit. And from Mutarif, may Allah have mercy on him: It is the verse of the reciters. And from Al-Kalbi, may Allah have mercy on him: They act upon what is in it. It is said: They know what is in it and act upon it. And from Al-Suddi, may Allah have mercy on him: They are the companions of the Messenger of Allah, blessings and peace be upon him, and may Allah be pleased with them. And from Ata: They are the believers who hope for the news of 'if', and trade is the seeking of reward through obedience. And 'to fully reward them' is related to 'will not suffer loss', meaning: a trade that is free from decline and is accepted with Allah, so He will reward them for their spending with Him their due rewards, which is what they have earned from the reward, and He will increase them from His grace beyond what they deserve. If you wish, you can place 'hoping' in the position of a state, meaning: 'And spend while hoping to be fully rewarded.' That is, they did all of this, from recitation, establishing prayer, and spending in the way of Allah for this purpose. And the news of 'if' is His saying: 'Indeed, He is Forgiving and Appreciative,' meaning: Forgiving for them and Appreciative of their deeds. And appreciation is a metaphor for recompense.
