If you say: Why are the poor mentioned? I say: The intention is to show them that due to their great need for Him, they are of the kind of the poor. Although all creatures are in need of Him, both humans and others, because poverty follows weakness. The weaker the poor person is, the poorer they are. And Allah, glorified and exalted is He, has testified about man’s weakness in His saying: 'And man was created weak.' And He, glorified and exalted is He, said: 'Allah is He who created you from weakness.' If it were to be denied, the meaning would be that you are among the poor. If you say: The poor are contrasted with the rich, what is the benefit of the Praiseworthy? I say: When He established their poverty to Him and His independence from them - and not all wealth is beneficial unless the wealthy is generous and bestowing. If He is generous and bestows, then the bestower is praised by those upon whom He bestows and deserves to be praised. The Praiseworthy is mentioned to indicate that He is the beneficial wealthy by which His creation is enriched, the generous bestower upon them who deserves to be praised for His bestowal upon them. The Praiseworthy is on the tongues of their believers, 'with the Mighty, who is impossible to be resisted.' This is anger upon them for taking rivals to Him and their disbelief in His signs and their sins, as He said: 'And if you turn away, He will replace a people other than you.' And from Ibn Abbas, may Allah be pleased with him, he said: 'He will create after you a people who will worship Him and not associate anything with Him.'
