Commentary
The command that is commanded regarding acts of obedience and righteous deeds is sent down, managed from the heavens to the earth. Then it is not acted upon, nor does that commanded thing ascend to Him, pure as He wants and is pleased with, except after a long duration, due to the scarcity of the workers of Allah and the pure among His servants, and the scarcity of the ascending deeds. This is because only the pure is described as ascending, and it is indicated by His saying thereafter, "Very few of you give thanks." Or He manages the affairs of the entire world from the heavens to the earth: for every day of the days of Allah is a thousand years, as He said, "And indeed, a day with your Lord is like a thousand years of what you count." Then it ascends to Him, meaning it goes to Him and is established with Him, and it is written in the records of His angels at every moment of this duration: what rises from that command and enters into existence until the duration reaches its end. Then He also manages for another day, and so on until the Hour is established. It is said: Revelation descends with Gabriel, blessings be upon him, from the heavens to the earth, then what is accepted or rejected of the revelation returns to Him with Gabriel. This occurs in a time that is in reality a thousand years, because the distance is the journey of a thousand years in descending and ascending, as the distance between the heavens and the earth is a journey of five hundred years. This is a day of your days due to the speed of Gabriel, for he covers the distance of a thousand years in one day. It is said: He manages the affairs of the world from the heavens to the earth until the Hour is established, then all that command ascends to Him, meaning it goes to Him to be judged in a day whose measure is a thousand years, which is the Day of Resurrection. Ibn Abi 'Abla read: "ascends," in the passive form. And it was recited: "they count," with a ta and a ya.
