Commentary
The measure of provision and its constriction means if it is made tight. If you say: the one to whom the pronoun refers in the saying 'and He determines for him' is the one who wills, it is as if the expansion of provision and its measure are made for one. I say: both meanings are possible: that He intends and determines for whom He wills, so the pronoun is placed in place of 'who wills', because 'for whom He wills' is ambiguous and not specified, so the pronoun is also ambiguous like it. And that He intends the alternation of the two matters for one according to what is beneficial. Indeed, Allah is All-Knowing of everything; He knows what benefits the servants and what corrupts them.
