Commentary
If you say: What is the reason for the conjunction of His saying "And We intend to bestow favor" and its conjunction with "We recite"? Is it not sound? I say: It is a sentence that is connected to the saying "Indeed, Pharaoh has exalted himself in the land" because it is similar to "that" in its occurrence as an explanation of the news of Moses and Pharaoh, and as a narrative of it. "And We intend": is a narration of a past state. It may also be a state of the one who is being oppressed, meaning Pharaoh oppresses them, and we intend to bestow favor upon them. If you say: How can their oppression and Allah's intention to bestow favor upon them coexist? And when Allah intends something, it happens and does not depend on another time, I say: Since Allah's favor in saving them from Pharaoh is imminent, the intention for its occurrence is made as if it is concurrent with their oppression, as leaders who are advanced in religion and this world, with people following in their footsteps. And from Ibn Abbas, may Allah be pleased with him: leaders to be followed in good. And from Mujahid, may Allah be pleased with him: callers to good, and from Qatadah, may Allah be pleased with him: governors, as His saying, "And He made you kings." The inheritors inherit Pharaoh and his people, their kingdom and all that they had. "He made room for him": if He made for him a place to sit or lie down, so He prepared and made it easy for him, and the equivalent is: "He made it suitable for him." And the meaning of enabling them in the land, which is the land of Egypt and the Levant: is to make it such that it does not reject them nor cause them harm, as it was in the days of the tyrants, and their command is executed, their hands are freed, and they are empowered. And it was read: "And Pharaoh and Haman and their soldiers see," meaning: they see from them what they feared: the loss of their kingdom and their destruction at the hands of a child from among them.
