Commentary
It is explained that the call has the meaning of saying. The meaning is: It was said to him, "Blessed is he." If you say: Is it permissible for it to be the lightened form of the heavy one, with the meaning: It was called that it was blessed? And the pronoun is the pronoun of the matter? I say: No, because it is necessary to have "qad" (indeed). If you say: What about implying it? I say: It is not correct, because it is a sign that cannot be omitted.
And the meaning of "blessed is he who is in the fire and those around it" is blessed is he who is in the place of the fire, and those around its place. Its place is the spot that it has occurred in, and it is the blessed spot mentioned in the saying of Allah, the Most High: "Called from the side of the right bank of the valley in the blessed spot." And it is indicated by the reading of Ubayy: "Blessed is the earth and those around it." And from him: "Blessed is the fire, and that for which the spot was blessed, and blessed are those in it and around it." The occurrence of a religious matter in it is the speaking of Allah to Musa and His questioning him and the showing of miracles upon him. And there is a good that is renewed in some spots, and Allah spreads the blessing of that good in its farthest parts and disseminates the effects of His blessings in its most distant areas. So how about such a great matter that occurred in that spot?
And it is said that the blessed ones among them are Musa and the angels present. And it appears that it is general for everyone who was in that land and in that valley and around them from the land of Ash-Sham. And indeed, Allah has made the land of Ash-Sham marked with blessings in His saying: "And We saved him and Lut to the land which We had blessed for the worlds," and it is rightful for it to be so. It is the birthplace of the prophets, blessings of Allah be upon them, and the descent of revelation to them and their sustenance, both alive and dead. If you say: What is the meaning of the beginning of Allah's address to Musa with that upon his arrival? I say: It is a glad tidings for him that He has decreed a great matter from which blessings will spread throughout the land of Ash-Sham. And "Glory be to Allah, the Lord of the worlds" is a marvel for Musa, peace be upon him, from that, and an indication that this matter is intended and constituted by the Lord of the worlds, alerting to the fact that what occurs is among the great matters and significant affairs.
