Commentary
He meant: a verse compelling towards faith, limited to it. So, 'فَظَلَّتْ' is connected to the reward which is 'ننزل', because if it were said: 'أنزلنا', it would be correct. An example of this is: 'فأصدّق وأكن', as if it were said: 'أصدق'. And it has been recited: 'لو شئنا لأنزلنا'. And it has been recited: 'فتظل أعناقهم'. If you say: how is it correct for 'خاضعين' to come as news about the necks, I say: the original speech is: 'فظلوا لها خاضعين', so the necks were included to clarify the place of submission, and the speech was left in its original form, like His saying: 'ذهبت أهل اليمامة', as if the people were not mentioned. Or because it was described with submission which is for the rational beings, it was said: 'خاضعين', like His saying: 'لِي ساجِدِينَ'. And it was said: the necks of the people: their leaders and their foremost ones, they were likened to necks as it was said to them: they are the heads, the forelocks, and the chests. He said: 'في محفل من نواصي النّاس مشهود'. And it was said: groups of people. It is said: a group of people came to us for a batch of them. And it has been recited: 'فظلت أعناقهم لها خاضعة'. And from Ibn Abbas, may Allah be pleased with him, it was said: this verse was revealed about us and about the Banu Umayyah. He said: there will be a state for us over them, so their necks will be humbled to us after difficulty, and humiliation will follow them after pride.
