He means by saying: Whoever leaves sins and regrets them, and enters into righteous deeds, then he is thereby repenting to Allah, a repentance that is pleasing to Him, expiating for sins and attaining reward. Or he is a repentant returning to Allah, who knows the rights of the repentant and does with them what they deserve, and who loves those who repent and loves those who purify themselves. In the words of some Arabs: Allah is more pleased with the repentance of His servant than a lost person who finds his way, a thirsty person who reaches water, and a barren woman who gives birth. Or: He returns to Allah and to His reward, a good return, and what a good return it is.
