And those are not the believers. This refers to those who say, 'We have believed and we have obeyed.' Or to the group that has turned away. Its meaning in the first case is: a notification from Allah that all of them are devoid of faith, not just the group that has turned away alone. In the second case: a notification that the group that has turned away did not have what preceded them of faith as true faith; rather, it was a claim by the tongue without the heart's agreement. For if it had stemmed from a sound belief and a tranquil soul, it would not have been followed by turning away and neglect. The definition in the phrase 'the believers' indicates that they are not the believers you know: they are the steadfast and upright in faith, described in His saying, 'Indeed, the believers are those who have believed in Allah and His Messenger and then do not doubt.'
