Commentary
The naming of the beginning with recompense is due to its connection to it in that it is a cause, and that is a result of it, just as they carry the similar to the similar and the opposite to the opposite due to their connection. If you say: How does the mention of the Forgiving relate to this place? I say: The one who punishes is sent by Allah, the Mighty and Majestic, regarding the breach of punishment, and forgiveness of the wrongdoer - in a way of glorification, not prohibition - is encouraged, and it is deserving of praise from Allah if he prefers what he is encouraged to and possesses the way of glorification. So when he did not prefer that and took revenge and punished, and did not consider His saying, 'So whoever forgives and makes reconciliation, his reward is with Allah,' and 'And that you forgive is closer to piety,' and 'And for whoever is patient and forgives, indeed, that is of the matters requiring determination': for Allah is Forgiving and Merciful, meaning: He does not blame him for leaving what He sent him for, and He is guaranteed to support him in his second turn from his breach of forgiveness and his vengeance against the oppressor. It is permissible for Him to guarantee him victory over the oppressor, while also indicating what is more appropriate for him from forgiveness, and hinting at it by mentioning these two attributes. Or it indicates by mentioning forgiveness and mercy that He is capable of punishment, for only the one who is capable of the opposite can be described as forgiving.
