I say: He meant by 'the people' those whose curse is counted, and they are the believers. It is said: On the Day of Resurrection, some will curse others, remaining in the curse. It is said: in the Fire, except that it was implied to magnify its matter and to terrify. And they will not be looked upon, meaning they will not be given respite or delayed, or they will not be waited for to make excuses. And they will not be looked at with a gaze of mercy.
