Commentary
Between the two barriers, between the two mountains, which are two mountains, is the barrier of Dhul-Qarnayn. It has been recited with a dammah and a fatha.
And it is said: What was created by Allah, the Exalted, is with a dammah, and what was done by the servants is with a fatha, because the barrier with a dammah is an action meaning that it is something done by Allah, the Exalted, and created by Him. And the barrier with a fatha is a source of an event that people create.
The word 'between' is in the accusative case as it is a direct object reached, just as it is governed by the genitive case in the saying, 'This is the separation between me and you,' and just as it is elevated in the saying, 'Indeed, there has been a severing between you,' because it is one of the circumstances that can be used as names and circumstances.
This place is in the land of the Turks, which is to the east of them, a people who are the Turks, who hardly understand a word, and they can hardly comprehend it except with effort and hardship, through gestures and the like, just as the mute understands. And it has been recited: 'They understand,' meaning: they do not make their listeners understand their speech nor do they clarify it, because their language is strange and unknown.
