Commentary

And the Qur'an is منصوب by a verb that it explains: 'We have distinguished it.' Ubayy read it as 'We have differentiated it,' with emphasis, meaning: We made its revelation distinct and gradual. And from Ibn Abbas, may Allah be pleased with him, he read it with emphasis and said: It was not revealed in two or three days, but there were twenty years between its beginning and its end. He means that 'distinguished' with the light form indicates a close separation. 'On a slow pace' with an opening and a closing: with ease, deliberation, and certainty. And 'We revealed it' is a gradual revelation according to the events.
