Commentary
Indeed, those who do not believe in the signs of Allah, meaning Allah knows that they do not believe, Allah does not guide them and does not show kindness to them. This is because they are among the people of disgrace in this world and punishment in the Hereafter, not among the people of kindness and reward. Indeed, he fabricates lies in response to their saying, 'Indeed, you are a fabricator.' This means: it is only fitting for a liar to fabricate lies, for he does not anticipate punishment for it. And those are a reference to the Quraysh; they are the liars, meaning they are the ones who do not believe, so they are the liars. Or it refers to those who do not believe, meaning those are the true liars, complete in lying, because denying the signs of Allah is the greatest lie. Or those are the ones whose habit is lying; they do not care about it in anything, and neither honor nor religion prevents them from it. Or those are the liars in their saying, 'Indeed, you are a fabricator.'
