Commentary
And for every nation there is a messenger sent to them to warn them about monotheism and to call them to the religion of truth. So when their messenger comes to them with clear signs, they deny him and do not follow him. It is decided between them, that is, between the prophet and his deniers, with justice. So the messenger is saved and the deniers are punished, as His saying goes: 'And We were not to punish until We sent a messenger.' Or for every nation on the Day of Resurrection, there is a messenger to whom they are attributed and by whom they are called. So when their messenger comes on the Day of Judgment to bear witness against them regarding disbelief and faith, as Allah, the Exalted, says: 'And the prophets and the witnesses are brought forth, and it is decided between them with truth.'
